Mercy Corps has been operating in Uganda since 2006 and works to catalyze change through the Ugandan private sector, civil society and government to create resilient, economically inclusive, healthy, and secure communities. Our work focuses on building resilience and enabling economic growth, improving opportunities to attain better health and nutrition, improving governance and conflict management, and bridging humanitarian response with longer term development outcomes. We implement programs in Acholi, Karamoja and West Nile Sub-regions, as well as eastern Uganda and the greater Kampala area with funding from USAID, Sida, US State Department, SDC, DFID as well as other private donations.


Mercy Corps is looking for an experienced, qualified Ugandan to fill the position of IGA Officer with a focus on the Livelihoods and Market Development/Economic Development sector. Reporting to the Senior Program Manager, the Program Officer will be responsible for implementing IGA related activities in districts of Arua (Rhino Camp), Yumbe (Bidibidi) and Moyo (Palorinya), including the monitoring of the IGA groups developed. As needed, IGA Officer will be expected to support all interventions of the programs. Specific will include strengthening relationships with existing community structures, assessing beneficiaries based on vulnerability criteria; mobilizing community members for assessments and registration of beneficiaries; supporting the development of a platform for e-vouchers and payment; and any other activity as needed. S/he will have experience with livelihood programming, income generating activities as well as working with VSLA groups. S/he be a creative, action-oriented problem solver with strong experience in partnership management.


Planning, developing and implementing income generating activities

  • The IGA Officer will ensure effective program management
  • The Officer will also provide technical assistance to local populations in designing profitable income generating activities and alternative/complementary business activities.
  • Assist groups to identify and develop market links for their products
  • Gather and collect relevant data for socio-economic monitoring and studies for best IGA development among refugees and host communities;
  • Guarantee timely development and implementation of work plans and budgets that are IGA related;
  • In collaboration with the monitoring, evaluation and learning specialist proactively participate in baseline/mid-term/end line data collection and any other related program assessments
  • Identify the need for any additional program based staff to support further development and continued support to IGA activities;
  • Build the capacity of program based staff in Mercy Corps West Nile on issues around IGAs
  • Participate in the development of annual work plans and budgets including annual milestones;
  • Organize IGA trainings, delivering the trainings him/her-self or getting the appropriate personnel to do so.
  • Lead the team in providing ongoing support, mentoring and exchange for IGA participants;
  • Work with Mercy Corps’ Senior Program Manager, Team Leader, and finance department to development clear guidance and a mechanism for providing small cash grants to IGA participants.
  • In coordination with Senior Program Manager, mobilize community members, taking care to identify those who fit the pre-established criteria, for registration and other activities.
  • Support identification and development of IGA groups and entrepreneurs/traders; support development of specific IGA and business plan; cash grants and ongoing support.
  • Support development of strategy and implementation of capital grants to IGA groups, traders and enterprises for livelihood activities along with ongoing support.
  • Coordinate with other field teams as needed to ensure continuity in the programs.

  • Documentation, Monitoring, Evaluation and Reporting

  • Under guidance of Program Officer and M&E Officer, participate in any market assessment and baseline/endline data gathering needs.

  • Support the development of vulnerability criteria and beneficiary registration tool.

  • Work closely with supervisor to capture data for measuring output and impact of the program; and to ensure accurate and timely flow of information from the field. Specific data collection would include post-distribution monitoring and after action reviews for key activities. Continuous improvement of activities will be expected based on this information.

  • Prepare and submit timely weekly, monthly, and quarterly reports that will be indicative of program progress during implementation. Respond to queries if and when necessary.

  • Track lessons lessons-learned

  • Maintain proper filing system.

  • Collaboration/Networking

  • Establish and maintain good coordination and working relationships with Office of the Prime Minister, UNHCR local government officials, and other NGOs/CBOs, representing Mercy Corps and soliciting participation in activities where appropriate and as directed.

  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps Uganda and to not jeopardize its humanitarian mission.

  • Organizational Learning: As part of Mercy Corps Uganda’s commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve – we expect all team members to commit 5% of their time to learning activities that benefit the program as well as themselves.

  • Any other related duties assigned


    • Bachelor’s Degree in relevant field is preferred.
    • A minimum of four of more years work experience with a focus on IGA, business and enterprise development or related interventions is a MUST
    • Strong community mobilization experience is a MUST and Strong writing, communication, organization, prioritization and negotiating skills
    • Candidates with a background EITHER in humanitarian response activities, preferably in livelihoods OR Market Systems Development/M4P/market preferred
    • Ability to synthesize large amounts of information in order to identify key messages and clearly communicate those messages to other people.
    • Excellent (English) verbal and written communication skills.
    • Strong computer literacy with a full knowledge of Office applications.
    • Excellent attention to detail and ability to complete tasks in a timely manner.
    • Excellent teamwork abilities and interpersonal skills.
    • Demonstrated flexibility, creativity and enthusiasm as well as a willingness to learn and to be continually adaptive within a dynamic and often self-directed working environment mandatory.
    • Good understanding of Non-government, government and foreign aid program operations.
    • Willingness to travel within the remote villages and settlements of Moyo (Palorinya), Yumbe (Bidibidi) and Arua (Rhino Camp) Districts.
    • Knowledge of local language and socio-economic setting of the Madi, Lugbara, Aringa, Kuku, Kakwa and Nubi (Juba arabic) is an asset.
    • Organization will prioritize candidates from West Nile or with extensive experience in West Nile

S/he will be an excellent communicator, have a strong sense of humor, multi-tasker, and able to work difficult and often stressful environments.
